I believe we are allowed to debate every single bit of this - the definition of what shape this discipline and order should take, how it should be imposed and whether at all.
As do I.
There have been societies with relatively little control imposed from gov't. Early USA is a good example. But, they were remarkably self-disciplined and needed little gov't attention to maintain order.
Later on, the Darwinian nature of the frontier weeded out the undisciplined the old fashioned way, by killing them.
Is it a coincidence that the closing of the frontier in the 1890s was followed by an expansion of gov't to the point where we (as American) could credibly claim to have had the first fascist head of gov't, Woodrow Wilson, and alcohol prohibition?
We are social critters, not Randroid atomistic curmudgeons.
