Odd question; how does the FAA define "aviation?" She was definitely in (ballistic) flight for some distance, in a motor vehicle with no airworthiness certificate that can't qualify as an ultralight, and on the premises of an airport, so I wonder if they could claim jurisdiction.
Since the ground was attempting to reclaim jurisdiction as quickly as possible they'll probably let it slide.
