911 operators twice hung up on this 5 year old boy who called because his mother was dying.  Hours later they sent officers, not medical help, but she was already dead.

A major city with undoubtedly overloaded 911 system. What happened is thus not surprising to me at all.

That said:
A sad situation true and based only on the article if it is proven the woman was alive when the boy made his calls I would bring manslaughter charges based on depraved indifference against both dispatchers.

However, PC will probably prevail and the poor overworked dispatchers will receive ought but counseling and maybe lose a few days pay (maybe - well - probably not).

This happens because all the entitlement folks and elderly rely on the 911 systems for every little problem they encounter.  I was watching some show on HGTV the other day and a woman called 911 becuase her moored houseboat was swaying in the wind/swell.  What did she expect emergency services to do for her and her poorly thought out design and decision to live there?
