Something tells me it's the fact that he hides behind trees and scares the kid by pointing at them that is the problem.  The bunny suit is only mentioned as a punch line in the story.  I say that because the kids would be just as scared by his cowboy get up or his ballerina outfit.

If I'm not wrong, that stupid anti-terrorism law covers threatening that makes someone fearful, or something wierd and wimpy like that.

Pointing a finger like it was a gun only applies to kids in public schools - especially in Kindergarten through about 5th Grade.
