Something tells me it's the fact that he hides behind trees and scares the kid by pointing at them that is the problem. The bunny suit is only mentioned as a punch line in the story. I say that because the kids would be just as scared by his cowboy get up or his ballerina outfit.

Sounds more than a little weird . . . but aside from addressing things like public indecency or impersonating a police officer, I'm not aware that the LAW addresses apparel.

For the police order to have any weight, they have to be able to cite a LAW.

If I'm not wrong, that stupid anti-terrorism law covers threatening that makes someone fearful, or something wierd and wimpy like that.

And someone did say he pointed a finger like a gun at the kid and the kid got scared.

Pointing a finger like it was a gun only applies to kids in public schools - especially in Kindergarten through about 5th Grade.
