It looks like they are based in WA (Seattle) so that is how you get the WA part out of it. You have to physically be in WA to apply for a permit, they don't have a non-resident option, just a permit. It is good no matter where you live. When I lived in MT I had a WA permit, no training, just show up, do the application, get fingerprinted and pay your money. It came in the mail a month or so later.
It looks like they use two ranges on the west side of the state to do their training.
http://www.insightstraining.com/Both ranges they do training for are reputable ranges, so by extension, I would guess these guys are also, or else they wouldn't be the "exclusive provider" to the ranges.
As an aside, the range here in Spokane will run a groupon special every 3 months or so for range time, gun rental, etc. It never has made the news here.

eta: The 33 state thing is just from having the Utah non-resident concealed license, which is honored in WA also.
