Typical .gov over-reaction.  One guy with a bit of training and a few $$ worth of equipment could have saved everyone a lot of trouble.  

Or called in the troops if needed.

ETA:  During the shut-down cleanup of Mare Island Naval Shipyard, my crew & I got raked over the coals for one incident.  We'd found a slightly higher than background reading, so we got a pick and shovel and carefully dug down to the radium-painted watch face.  Kept everything isolated, bagged, etc.  We got a reaming 'cause we didn't post the area and call in the troops (with the associated hazmat equipment, etc.).  Didn't matter that we were the premier radiography team on the yard and had a pretty good idea what we were doing.
So THAT'S where my watch went! ;)
