Just get a job with the EPA and then tell them you have been assigned to work with the CIA and take off.  I guess he did get caught, but he apparently got away with it for quite some time.

The Environmental Protection Agency's top climate change expert and highest paid employee was sentenced to 32 months in federal prison today for defrauding the government.
John C. Beale, who lives with his wife in Virginia, claimed he was a CIA agent working in Pakistan so he didn't have to show up for work for months at a time and defrauded the government out of more than $900,000. He said he did it out of 'greed' and got a 'rush of excitement' from it.

No comment on the political aspects.  I just can't believe that no one ever asked for some sort of confirmation.  This article indicated his wife has a couple connections also.

It happens in private sector as well.  We had a guy who moved from our team to one managed by a guy in the UK (his fellow teammates were local though).  Since he was no longer directly involved with "Operations", he stopped coming into the office to work (our company is very work-from-home friendly with many fulltime home workers).  However, after a few months, it became apparent he wasn't doing *anything*.  Turns out, he was living a life of leisure on the West Coast.

Needless to say, he was fired for it, but he managed to get away with it for several months and probably would have continued to do so had Operations not needed him for some specific and time-sensitive tasks.

I knew a guy at another company that pulled that trick for a few months as well, though he did come back to the office before being caught by management.
