Just tried to use ñ to produce an n with a tilde, to no avail.  If it is easily available (toggling a switch?) and not too resource hungry, I would welcome that functionality.

You should be able to produce what you want with your alt-key and number pad. For instance to get an "ñ", ASCII code 241 as you said, just hold down ALT and type 0241 on the num pad. It only works with the number pad (for me anyway).
