Democrats and Student Loan Interest Rates

So they are talking about wanting to cut student loan interest rates in half.

Will this only work towards new loans or for existing loans? If the plan is to include existing loans, will it also include all people who consolidated to be able reconsolidate for the lower interest rate? Anyone know their plan?

My student loans are only 3%, but if they want to cut that to 1.5% I'll take it!
