If it's cheap enough you could even do interior walls with it. Depending on the expense maybe not all of them but enough to provide cover for whomever uses the space.
Use them as desk supports or area dividers. Scatter them around so that if there is a shooter every area has cover. And if there's an explosion then just by random chance some folks are going to be protected.
One potential downside is if an earthquake bursts the pellet boxes and people can't flee the building because they keep slipping on all the pellets. That would be some irony right there.
