Looks really cool. Not something you can wear but for a protective cladding around buildings in the more dangerous neighborhoods it should work great. As long as there's room to add them of course.

If it's cheap enough you could even do interior walls with it. Depending on the expense maybe not all of them but enough to provide cover for whomever uses the space.

Use them as desk supports or area dividers. Scatter them around so that if there is a shooter every area has cover. And if there's an explosion then just by random chance some folks are going to be protected.

One potential downside is if an earthquake bursts the pellet boxes and people can't flee the building because they keep slipping on all the pellets. That would be some irony right there.

It would have to be enough to first penetrate and then have enough force left over to be useful.

If you have that much magic-boom dust and the time to set it up like that then you probably have better options as to deploying it.
