Until I read this article, I hadn't realized that Mueller was engaged without the prerequisite list of specific crimes a special prosecutor is supposed to be charged with special prosecuting:

Note: Yesterday I read another article on Mueller and the FBI's bungling of the anthrax investigation that suggested neither Hatfill not Ivins was the guilty party. Ivins committed suicide, so we'll never know. The other article mentioned that the specific strain of anthrax used in the letters was not available to Ivins in his government laboratory, and the author surmised that it must have come from a foreign state actor. This article accepts that Ivins was the guilty party.
