Puerto Rico becomes Right-to-Carry

Quote
Up until now it has been virtually impossible to get a concealed handgun permit in Puerto Rico. The new law has them move to right-to-carry, with a $200 fee, though that is about four times higher than the national average and will mean that lower income individuals, the ones who most need the protection, will be the ones least able to afford the fee.

Quote
On December 11, 2019, Governor Wanda Vázquez Garced signed Act No. 168. into law. The new law totally re-writes Puerto Rico firearms law. It is the most sweeping change in firearms law in the history of Puerto Rico.

Not as good as many states, but it appears to be a very big step forward.

It's a start. A lot of carry bills in the mainland have improved over the years, and look at the way permitless carry has spread in the past several years.

Then again, PR is not exactly a red state.

$200 = pay to carry not right to carry

Exactly.  It is a good start.  Not perfect, but an improvement.  Blood won't run in the streets and hopefully they can make further changes in the future.

Politicians in Illinois and many other places don't understand the meaning of "infringed."

Besides, PR isn't a State, so I wonder how the "incorporation of the Second Amendment to the States" works in this case... or any of the other nine articles of the Bill Of Rights.

Do police there have to describe the particular items to be searched for in getting a search warrant?

Like they have to here.... < That's a joke, folks.
