Yeah, except those aren't the actual electors. They are the ones that would have been named had Trump won. Might as well say APS cast it's votes for Trump.
If Trump and his team come up with sufficient proof that the election was stolen he has his electors in place. Then Pence has to decide which electors to count.
Consider this the Republicans of those states acknowledging the election is disputed and being ready in the event sufficient proof is revealed.
The Republicans are just doing their due diligence, hedging their bets.
At this point it costs them nothing, but in the event of a big election unraveling reveal they have set the table for Trump to be declared victorious.
Seems like a long shot to me, but that is all that is left, long shots.
