IIRC Santa Barbara specifically put Jeebus Chikin at that location because they felt it would cripple their business model?
Yeah, I posted the local article in another thread, and yeah, at that time, Santa Barbara had already created large "no drive-in zones", so there was limited real estate within the city limits for CFA to choose from. IIRC, there's a car wash next door where the lines occasionally go out to the street, and a Jack in the Box where they rarely do.
Like I said there, CFA could have gone outside the city limits like In-N-Out did, and just like In-N-Out, people would have made the pilgrimage in their Priuses. But yeah, fault should lie with the city from that time.
