The [slightly] good news is that the charges were dropped when wiser heads realized the arrest was a violation of the guy's 1st Amendment rights.
What ever happened to false arrest, or violation of Constitutional rights under color of law? Qualified immunity should NOT enter into things like this. The officer should have negative consequences.
If it's the first time he screwed up like this, I'm thinking something along the lines of a week's salary suspension would be reasonable, with the officer's suspended salary going to the person he arrested as compensation. Plus whatever court costs or legal fees accrued.
