I figure that is their logic.

Looking at the article, it also sounds like they are trying to push the girls into accepting the trans crap while claiming they are in compliance with the mandates.

The only thing that's going to work if if ALL girls band together and flatly refuse to play/undress/shower with a dude pretending to be female. As long as SOME give in, the pervs will keep pushing this crap.
